FENCE RULES – WOODSTOCK (CITY), GEORGIA
OVERVIEW
Residential fences are permitted on private property within City of Woodstock, subject to local regulations.
The City of Woodstock does not publish one short, citywide residential fence chapter for homeowners. Instead, the clearest fence standards appear in the City of Woodstock Land Development Code, especially Chapter XVIII, Section 18.413.
For homeowners, the term Form-Based Code means a zoning label shown on the City zoning map. If a parcel is zoned FBC-NC, T1, T2, T3, T4, or T5, Chapter XVIII applies. The residential fence standards published there are most specific for parcels labeled T3 Sub-Urban, T4 General Urban, T4O, and T5 Urban Center.

GOVERNANCE
The governing authority is the City of Woodstock.
Fence-related administration in the published materials runs through the Community Development Department, including Planning & Zoning, the Building Department, Inspections & Codes, and Code Enforcement.
The principal published fence standards appear in the City of Woodstock Land Development Code. The Woodstock Code of Ordinances supplies general administrative and enforcement context. The City does not publish one consolidated citywide residential fence chapter; instead, the clearest fence-specific standards appear in Chapter XVIII, Form-Based Code, Section 18.413, for parcels carrying those zoning designations on the City zoning map.
PERMIT AND APPROVAL REQUIREMENTS
• Building Permit: The official city materials do not expressly state a building permit requirement for standard residential fences, and they do not publish a fence-specific building permit mechanism.
• Published Permit Process: The Building Department page publishes permit-reviewed work categories, but it does not separately identify standard residential fences.
• Zoning Compliance: Building permit requirements are separate from zoning, setback, or plat requirements. Confirm any applicable zoning conditions, setbacks, and plat requirements with Planning & Zoning before construction.
FENCE PLACEMENT RULES
• Property Lines: The ordinance does not state a setback requirement for standard residential fences from property lines; however, fences must be located entirely on the owner’s property and must not encroach into rights-of-way or easements.
• Frontage Fence Location: On parcels governed by Chapter XVIII, frontage fences may be placed at the lot line or up to 18 inches behind the lot line to allow landscaping. When placed on a lot line, fence components and supporting structures must remain within the lot.
• Additional Placement Standards: Outside those published Chapter XVIII provisions, the code does not specify additional placement rules for standard residential fences.
• Utility Safety: Georgia law requires notice to the Utilities Protection Center (Georgia 811) before excavation with mechanized equipment. The locate request effective date must be not less than two (2) business days and not more than eight (8) business days after the request is received, and work under that locate request may not begin more than 30 calendar days after the effective date.
FENCE HEIGHT AND VISIBILITY RULES
• Citywide Maximum Height: The code does not specify a single citywide maximum height for all standard residential fences.
• Private Lot Line Fences: On parcels governed by Chapter XVIII, private lot line fences must be between 60 inches and 72 inches in height.
• T3 Sub-Urban Frontage Fences: Frontage fences must be between 36 inches and 42 inches in height. Secondary frontage fences may be 60 inches high beginning at the primary setback.
• T4 General Urban Frontage Fences: Frontage fences must be between 36 inches and 48 inches in height. Secondary frontage fences may be 60 inches high beginning at the primary setback.
• T4O and T5 Frontage Fences: Frontage fences must be between 48 inches and 60 inches in height.
• Frontage Panels: No single frontage fence horizontal panel may exceed 42 inches in height along a frontage lot line.
• Visibility: The code does not specify a fence-specific sight-triangle or visibility limit for standard residential fences.
MATERIAL AND CONSTRUCTION LIMITS
• Citywide Materials: The code does not specify a single citywide list of permitted or prohibited fence materials for all standard residential fences.
• T3 Sub-Urban Frontage Fence Types: Allowed frontage fence types are picket, post and hedge, ranch, or hedgerows.
• T4 General Urban Frontage Fence Types: Allowed frontage fence types are picket, post and hedge, iron, stone, brick, or hedgerows.
• T4O and T5 Frontage Fence Types: Allowed frontage fence types are iron, iron and stone, iron and brick, brick, stucco, or stone.
• Wood Frontage Fences: Wood frontage fences must be painted or stained.
• Chain Link: Chain link may be used only along private lot lines or alley lot lines, and it may not exceed 72 inches in height.
• Fence Face and Posts: Supporting members and posts must be on the inside, and the smooth or flat faces must be on the outside. If two faces are used, each face must be of the same type and finish.
• Prohibited Fences: Barbed wire, razor wire, and electrically charged fences are not permitted under the published Chapter XVIII fencing standards.
PRIVATE RESTRICTIONS
Private restrictions such as HOA rules, subdivision covenants, and recorded easements operate independently of City of Woodstock regulations and may be more restrictive.
REVIEW AND ENFORCEMENT CONTEXT
Fence issues are typically reviewed during permit or approval review when required, and through complaint-based code enforcement. Examples include:
• Permit-Required Work: If City rules require a permit for a specific project, failure to obtain that permit is an enforcement issue.
