FENCE PLACEMENT RULES

Property Line Placement: The ordinance does not state a setback requirement for standard residential fences from property lines; however, fences must be located entirely on the owner’s property and must not encroach into rights-of-way or easements.

Finished Side: Where a fence is placed along a property line, the finished side must face outward toward neighbors and the public.

Public Right-of-Way: No fence may be constructed in a public road right-of-way, and no fencing material may be located in the public right-of-way.

Utility and Drainage Easements: The City states that fences placed in utility or drainage easements may be removed for repair work at the owner’s expense.

Traffic and Emergency Access: No fence may block intersection views, create traffic hazards, or restrict emergency access.

Utility Safety: Georgia law requires notice to the Utilities Protection Center (Georgia 811) before excavation with mechanized equipment. The locate request effective date must be not less than two (2) business days and not more than eight (8) business days after the request is received, and work under that locate request may not begin more than 30 calendar days after the effective date.

FENCE HEIGHT AND VISIBILITY RULES

Maximum Height: No fence or freestanding wall may exceed 8 feet in height.

Front and Side Yard / Roadside Height: If a fence is adjacent to a public road right-of-way, or is in front of or to the side of the house in a residential district, the fence may not exceed 6 feet in height.

Intersection Visibility: In all zoning districts, no fence, wall, shrubbery, or other obstruction to vision between 3 feet and 15 feet in height may be located within 20 feet of the intersection of the right-of-way lines of streets, roads, highways, or railroads.

Height Measurement: Fence height includes posts and ornaments, must be measured from the existing grade on both sides of the fence, and no more than 6 inches of backfill may be placed against the fence. That backfill counts toward the fence height.

MATERIAL AND CONSTRUCTION LIMITS

Published Material Standards: The code does not specify a list of permitted or prohibited materials for standard residential fences.

Repair Materials: Damaged, removed, or missing fence areas must be repaired or replaced in workman-like manner with comparable materials designed for use as fencing material.
